(Chinese version only) 公立醫院醫生工時及意見調查 醫管局資源分配不均,缺乏透明度,因此,部份醫生需要長時間工作以應付大量病人,有時甚至要連續36小時工作。嚴重超時工作也影響了醫生的臨床判斷,導致醫療失誤,甚至使其發生交通意外。 要解決根本的制度問題,醫管局必須在醫生職系推行「標準工時」。「標準工時」並不等同「最高工時」,不是時間一到便要立即「收工」,而是開始計算超時補償的標準。 除醫生職系外,醫管局其餘5萬員工都是輪班工作,早已受合約「標準工時」保障,明確規定「標準工時」是每週44小時,只是歷史原因沒有在醫生職系執行。根據醫管局2009年的「醫生工作改革報告」,整體醫生的平均工時是每週51小時,若以此為計算超時補償的起點,所需額外資源有限,實在沒有拒絕的藉口。 |
